Mgr Court Services Grade: PL Professional Leadership - RISK Job Code: RM434 Job Description: Basic Job Function | Oversee the activities of a department involved with contract management and data acquisition, verifications, customer inquiries and/or related activities. Responsible for talent acquisition/development and management including motivating, mentoring, leading, coaching/developing, participating/overseeing training and ensuring the team has the resources and tools necessary to be successful. Assist senior leadership with department strategies and identify, communicate and implement department initiatives, goals and objectives. Oversee and/or project manage full life cycle projects of varying size and complexity. Ensure data/information is accurately maintained and enhanced in assigned region(s), exceeding customer expectations in currency, comprehensive collection and data quality. Ensure cost optimization methods are identified and implemented. Oversee department process/product improvements and efficiencies efforts and best practice initiatives. |


  1. Plan, lead and manage the activities per department standards(such as contract management, territory coordination, and related activities) and personnel in assigned region(s) involving talent acquisition/development and talent management including motivate, mentoring, leading, coaching/developing, and participating/overseeing training and other activities. 2. Oversee the ongoing flow of data; ensure data integrity, comprehensiveness, and currency per department standards

  2. Create and strengthen customer relationships though telephone, electronic, and on-site communications.

  3. Formulate and implement department objectives and goals including quarterly review of objectives; provide input into department strategies; build/maintain employee support and consensus toward department/Company strategies, changes, business plans, goals and initiatives. Assist senior management with creating yearly goals for data acquisition, verifications, customer inquiries and/or related areas.

  4. Lead the development and coordination of training for staff and contractors/collectors; assist with developing/training the training staff as needed.

  5. Review weekly/monthly territory and regional progress reports and other related reports; make appropriate business decisions and recommendations based on findings; review market progress monthly with staff; present territory status to manager weekly.

  6. Build and maintain strong collaborative relationships with internal and external customers, cross functional departments and management to resolve complex issues and identify, plan, and execute on department initiatives; maintain effective customer communication as a liaison.

  7. Ensure team responds to all customer inquiries/complaints with thoroughness in a timely, courteous, professional manner; collaborate with customer service department in responding to customer inquiries/complaints; develop, implement and monitor resolution plans.

  8. Work closely with manager on new market/product development.

  9. Provide input in writing new customer contracts. Ensure contracts are accurately reviewed for data restrictions and ensure compliance; partner with the legal department to ensure compliance with applicable laws, procedures and regulations affecting data layout, collection, validation, and related processes.

  10. Assume responsibility of cost per record through analysis and approval of public record collector/contractor record rates.

  11. Provide input in writing new customer contracts.

  12. Build and maintain court personnel relationships in states of responsibility.

  13. Act as liaison between the data acquisition team and other departments in order to improve work communications and processes across the teams.

  14. Scope, lead, and drive engagement on full life cycle of data projects of varying size and complexity, including defining the goals, objectives, risks, budget/cost/schedule, and resource allocation for the project.

  15. Responsible for managing costs in assigned territory(s)/region(s) such as identifying opportunities for efficiencies, reductions, etc.

  16. Travel within assigned territory as needed.

  17. Performs other duties as requested.


  1. Bachelor?' degree in business or related field.

  2. At least three years people leadership/management experience in a customer focused environment; ability to set and achieve business objectives and goals through the direct management of others.

  3. Strong organizational and time management skills involving prioritizing and reprioritizing projects and managing projects of various size and complexity including an understanding costs/budgets) through each stage of the project lifecycle, using MS Project or related application; and effectively applying project methodology.

  4. Strong oral and written communication skills including strong diction and experience articulating technical and non technical ideas and present detailed information and recommendations effectively to senior management and various technical and non technical audiences.

  5. Advanced innovation, problem solving/critical thinking/decision making skills including the ability to analyze, research and review information/reports, draw valid conclusions, identify impacts/risk and identify and implement solutions.

  6. Strong interpersonal/relationship development and leadership skills required.

  7. Strong mentorship, leadership, coaching/development, and training experience; ability to effectively supervise, empower, and motivate and coordinate workflow.

  8. Self-motivated and dynamic.

  9. Proficient with using the following computer application: Word, DOS, Access, PowerPoint, Outlook and Windows; experience in using proprietary information databases; advanced knowledge of Excel.

  10. Occasional travel required.

  11. Knowledge and understanding of public record collection, court systems and/or related activities and industry information. Knowledge and understanding of verifications; advanced knowledge of contract compliance/contract management.

  12. Advanced knowledge and experience with successful results managing workflow effectiveness, efficiency and results in multiple territories.

  13. Advanced knowledge and experience with successful results managing contract compliance and ability to lead teams to identify, develop and implement innovative and optimal solutions to resolve compliance issues.
